Health Share moves forward with key management additions

Health Share of Oregon, the coordinated care organization (CCO) serving Medicaid members in Clackamas, Multnomah and Washington counties, continues to add to its roster with familiar health care professionals who bring a wealth of experience to the young organization.

Rachel Arnold, contracting and provider relations manager, serves as Health Share's liaison with the Oregon Health Authority. She manages all aspects of the Health Services Contract with the State of Oregon for Oregon Health Plan (OHP) services, as well as Health Share's contracts with seven affiliated OHP health plans, including Providence Health Plan. An attorney with a master's degree in public health, Arnold most recently served as associate general counsel at Cambia Health Solutions.

Health Share also welcomes Deborah Friedman as its new behavioral health director. Friedman, who was with Clackamas County's Behavioral Health Division since 2005, will lead Health Share's efforts to integrate mental health, addiction and physical health services to ensure they meet the behavioral health needs of Oregon Health Plan members.

Susan Kirchoff joined Health Share as chief operations officer (COO) on April 22. The former director of Multnomah County's health centers, Kirchoff most recently served as the senior director of programs for Oregon Health Care Quality Corporation, a nonprofit organization seeking to improve health care by producing unbiased information. As COO, Kirchoff is responsible for developing, implementing and maintaining both the operating plan and business strategy for the corporation. Her key task is overseeing the integration of transformation initiatives embodied in Health Share's Model of Care, Finance, Information Technology and Health Strategy.

Kirchoff oversees the compliance and risk management activities of Health Share's contractual relationships with its affiliates, including with Oregon Health Authority. This also will include development of Health Share's Quality Management Plan.

Recent additions to the staff of Chief Medical Officer David Labby include Helen Bellanca, maternal child program manager; Ann Kirby, clinical transformation project manager; and Tracy Gratto, transformation project manager.
