Chief Executive Officer
Mike Cotton joined Providence Health Plan as chief executive officer in 2015. With more than 25 years’ experience in health care, Mike provides strategic leadership for Providence Health Plan’s commercial, self-funded, Medicare and Medicaid programs, which currently serve more than 500,000 members.
Before joining Providence Health Plan, Mike was vice president and chief operating officer for Humana, responsible for their Medicaid and state-based contract programs. Prior to Humana, Mike held executive management roles with Evolent Health and Alere Health. In addition, Mike has led provider sponsored health plans affiliated with University Hospitals Health System and Premier Health System.
Cotton graduated from Cleveland State University, earning an MBA in health care administration. Cotton also holds a certificate of executive health care management from Case Western Reserve University and completed his undergraduate studies at Franklin University and The Ohio State University in Columbus, Ohio.
Chief Financial Officer
Michael White is chief financial officer for Providence Health Plan. In his role, Michael is accountable for the financial health of the Plan and is responsible for the direction, coordination and oversight of the Plan’s accounting and financial reporting, underwriting and risk management, provider contract administration and business analytics.
Responding to the insurance needs of the community, Providence Health Plan offers products for commercial groups and individuals, Medicare and Medicaid. Providence Health Plan is part of the integrated delivery system of Providence Health & Services, a not-for-profit health system committed to providing a comprehensive array of services to meet the needs of communities across five states, including Alaska, Washington, Montana, Oregon and California.
Michael has served Providence for more than 20 years, and also has held the roles of chief operating officer for the health plan, associate chief financial officer for Providence Health & Services – Oregon Region, and chief financial officer for Providence Medical Group.
Michael started his career in Seattle at Arthur Andersen, where he worked in the audit and advisory division. He left Arthur Andersen as an audit manager after 10 years of service. Michael holds a bachelor’s degree in business with an emphasis in accounting from the University of Washington. Michael earned his master’s degree in business administration from the University of Oregon’s Executive MBA program. He also holds a CPA certificate.
Outside of work, Michael enjoys spending time with his family and is involved in his children’s activities. He also is active in the community. He currently serves on the board of directors for Central City Concern.
Robert Gluckman, M.D., M.A.C.P
Chief Medical Officer
Robert Gluckman, M.D. has served in a variety of leadership positions with Providence. Prior to becoming chief medical officer for Providence Health Plan in December 2010, Dr. Gluckman served as chief medical officer for the teaching clinics at Providence Medical Group. He served on the faculty for Providence St. Vincent Internal Medicine Residency for 18 years, where he maintained an active internal medicine practice. Throughout his academic career he has focused on applying medical evidence to clinical practice, with an emphasis on increasing the value of care delivered to patients.
Dr. Gluckman graduated summa cum laude in 1978 from the University of Illinois and earned his medical degree in 1982 from the University of Chicago. He completed his residency at Michael Reese Hospital in Chicago and is board certified in internal medicine.
Dr. Gluckman is Treasurer of the American College of Physicians (ACP), the nation’s largest physician specialty society, and immediate past governor for the ACP Oregon Chapter. He brings a strong background in advocacy and public policy to his current role. He is past Chair of the ACP’s Medical Practice and Quality Committee and ACP Services Political Action Committee. He is also a member of the Board of the Oregon Medical Association, and the Oregon Medical Insurance Pool.
Chief Compliance Officer
Carrie Smith is chief compliance officer for Providence Health Plan. In her role, she is responsible for interpretation, monitoring, implementing and complying with state and federal requirements governing the conduct of the health plan. She also is responsible for the risk management program, fraud and abuse program, coordination of advocacy for legislative initiatives and triage of legal matters.
Prior to her current position, Carrie was the operations director for Providence Health Plan’s public programs division, for which she oversaw service operations for the Medicare and Medicaid product lines, setup of claims systems and general administration. She has more than 20 years of experience in the health insurance industry.
Carrie received a bachelor’s degree in business administration, with an emphasis on marketing and economics, from Portland State University (PSU), where she also recently earned her master’s degree in public administration: health administration. She is a Certified Health Insurance Executive.
Outside of her day-to-day responsibilities, Carrie volunteers in the community as an Oregon State University master gardener. She also co-chairs the Providence Community Grants Council and leads the Plan’s community benefits program.
Chief Marketing Officer
Brad Garrigues is chief marketing officer for Providence Health Plan, providing strategic leadership for sales, marketing and product development for commercial, individual and Medicare programs. Garrigues most recently served as senior director of sales and account services and has been with Providence Health Plan for more than 17 years.
Garrigues graduated with distinction from Cornell University’s S.C. Johnson Graduate School of Management, earning a Master of Business Administration. Garrigues also holds an MBA from Queen’s University in Kingston, Ontario and completed his undergraduate studies at Linfield College, graduating summa cum laude with a Bachelor of Science in business-economics. Garrigues is also a recipient of the Meritorious Service Medal for his service during Operation Desert Storm.
Vice President of Network Development
Stephanie Dreyfuss is the vice president of network development for Providence Health Plan, responsible for strategy and execution of provider network development, contracting, provider relations and the development of reimbursement models for improving affordability and quality for health plan members.
Prior to Providence Health Plan, Stephanie was vice president of provider services with Regence Blue Cross Blue Shield, where she served for 12 years. Prior to that, she worked for PacifiCare of Oregon in network management and provider contracting, and served in other insurance-related positions in Oregon and New York.
Father Tim Bushy, M.Div., BCC
Director of Mission Integration and Spiritual Formation
Father Tim Bushy serves Providence Health Plan as the Director of Mission Integration and Spiritual Formation. In his role, Fr. Tim provides strategic consultation, Mission expertise, ministry formation and ethical guidance to Providence Health Plan.
Fr. Bushy began his ministry with Providence in 2013 as Director of Mission Integration and Spiritual Care at Providence Newberg Medical Center and has also served in interim Mission integration positions at Providence Milwaukie Hospital and Providence Willamette Falls Medical Center. He is a board certified chaplain with the National Association of Catholic Chaplains.
Before joining Providence, Fr. Tim served as Director of Mission Services at St. Jude Medical Center in Fullerton, Calif. and as a Clinical Chaplain at Mercy Gilbert Medical Center and Chandler Regional Medical Center.
Fr. Bushy is a Catholic priest of the Diocese of Crookston, Min. and has served in parishes and schools as an administrator and pastor since 1983. He earned his Masters of Divinity at St. Thomas Seminary in Denver, Colorado and his Bachelor’s Degree in Journalism at the University of North Dakota.
Fr. Tim is the Board Co-Chair of the Chehalem Youth and Family Services and regularly presides at liturgies in parishes in the Archdiocese of Portland.
